The second business panel in the series “Tax Monitoring: Digital Cooperation Between Business and Government”, organized by VK Tech, offered a platform to duscuss the procedure to enable access to organization’s information systems, e-services testing and preparation for integration with AIS “Nalog-3”.

Head of the Department of Tax Methodologies and Control at Rosselkhozbank Alexander Shalukho and Antonina Kulikovskaya, Senior Analyst at Cinimex delivered a joined speech entitled “Tax monitoring: The outlook for tax function”, where they touched upon the experience of implementing VK Tax Compliance platform and having a large bank join the tax monitoring program.

“A company preparing for tax monitoring and integration with AIS “Nalog-3” needs to build data models for taxes that will ensure linkage between all indicators, prepare a breakdown of tax registers and amplify them with attributes linking them to primary accounting documents; digitalize primary accounting documents; and set up an internal control system,” emphasized Alexander Shalukho.

“As for the tax monitoring data mart, we recommend uploading only the data related to primary documents, which are subject to disclosure, because they are connected to the interpretation of the declaration. Besides, the data mart also needs to include links between primary documents and accounting or tax register information, and also the data enabling access to the scanned documents from taxpayer’s corporate systems. Also, you need to take into account that starting from 2024, the descriptor of document types SPVDOC will be mandatory, therefore, organizations which have already joined or going to join the tax monitoring need to start codifying the documents in their electronic data warehouse accordingly,” recommended Antonina Kulikovskaya.
